About the STL COAD
What is a COAD
A Community Organizations Active in Disaster (COAD) is a coalition of public, private, civic, faith-based, and non-profit agencies whose mission is to enhance the community’s ability to mitigate, prepare for, respond to, and recover from disasters.
The STL COAD promotes the four core principles of disaster work.

- Communication
- Collaboration
The Long-Term Recovery Committee (LTRC)
The LTRC is a standing committee of the STL COAD that activates when a disaster requires long-term community recovery. When activated, the LTRC coordinates case management, housing, construction, volunteer, and resource coordination across partner organizations.
The LRTC is currently activated in response to the May 16, 2025 tornado. If you need assistance, call 211.
