AMERICAN WATER
Installment Plan
Missouri American Water offers an installment plan to help residential customers who are experiencing financial hardships.
If you have a past-due balance, please log in to your account online through MyWater to set up an installment plan to pay the balance over time. (If you haven’t signed up in MyWater yet, it’s fast and easy!)
It is important to contact us BEFORE your water is shut off to maintain eligibility for the installment plan program. Only residential customers are eligible. Both residential and non-residential customers may set up a payment plan for past-due balances.
The payment arrangement will require you to:
- Pay 25% of your balance up-front.
- Pay the rest of the bill according to an agreed-upon schedule of up to 6 months
- Pay all future bills as they become due

City of St. Louis Water
EVERGY
Critical Medical Needs Program
The Critical Medical Needs Program assists qualified Missouri customers experiencing a medical emergency and suspends potential disconnection of their service for up to 30 days.
Evergy provides financial support for this assistance network, along with other utilities, in partnership with the United Way of Greater Kansas City. The program requires the completion of the Critical Medical Needs referral form from a healthcare provider or case worker.
Eligibility: To be eligible, a person must meet all four criteria:
- Have a critical medical or behavioral health need determined by their provider or case worker.
- Live in Andrew, Buchanan, Cass, Clay, Clinton, DeKalb, Jackson or Platte County in Missouri.
- Be an Evergy or Spire customer
- Have a utility disconnection notice or be currently disconnected from Evergy or Spire
LIBERTY
Missouri Low Income Home Energy Assistance Program (LIHEAP)
LIHEAP helps low-income families pay their energy bills during times of hardship. It can help cover your heating or cooling costs, and may even help with emergency services such as:
- Emergency lodging
- Replacing or repairing a furnace or central air
- Wood stoves
- Window air conditioners
- Blankets
How does it work?
LIHEAP can help in two ways:
- The Energy Assistance Program provides a one-time payment for one fuel type for your heating or cooling cost from October-September. The payment amount is based on your household size, household income, and the type of energy source used in the home.
- The Energy Crisis Intervention Program (ECIP) pays or provides services (i.e. blankets, emergency lodging, heating or cooling unit repairs, etc.) up to the amount needed for an emergency. Winter ECIP is available November through May ($1600 maximum benefit) based on funding. Summer ECIP is available June through September ($1200 maximum benefit) based on funding.
How do I apply?
Apply online at mydss.mo.gov/utilityassistance/liheap or call 855-373-4636 to ask a team member to mail you an application.
You will need to submit your completed application to your local contract agency listed on the last page of the LIHEAP application.

Low-Income Home Energy Assistance (LIHEAP)
The Low-Income Energy Assistance (LIHEAP) is a federally funded program that provides eligible households with financial help to pay for energy costs.
Who Can Participate?
- Be an Illinois resident
- Be a U.S. citizen or be legally admitted for permanent residence
- Live in the household, be responsible for paying the utility bill, must be over 18 and included on the application
- Have $3000 or less in bank accounts, investments or retirement accounts
- Meet specific income guidelines – see income chart

Warm Neighbors Cool Friends (An Energy Assistance Foundation Program)
Warm Neighbors Cool Friends (WNCF) is a year-round heating and cooling assistance program to help those who generally do not qualify for financial assistance from other government or non-profit programs. Eligible households can receive up to $500 for this heating season.
Are you Eligible for Assistance from the EAF?
- Qualification 1
- You must live in a qualified county to be eligible for assistance.
- WNCF energy assistance is distributed in collaboration with Partner Agencies throughout Illinois.
- Qualification 2
- Your monthly gross income and household members must fall within our ranges to be eligible.
- WNCF benefits customers between 200% – 300% of the Federal Poverty Level (FPL) or 80% of the county’s Area Median Income (AMI).
- Income guidelines for weatherization and bill payment assistance – Note: Income will be verified and families must show proof of income. A family’s monthly gross income must fall between the below ranges, based upon family size, to qualify.
- If your household income falls below the WNCF income ranges, you may apply for LIHEAP assistance or call 877-411-WARM (9276) for more information.

Income Eligible Status
Ameren Illinois residential customers who meet the requirements of an income-eligible customer will have deposits for new service and late payment charges waived. If you do not automatically qualify as an income-eligible customer, you can expect these protections after your request is approved.
Frequently Asked Questions
- Do I Qualify?
- Residential Customers who Automatically Qualify – Ameren Illinois residential customers receiving LIHEAP (Low Income Home Energy Assistance Program) or PIPP (Percent of Income Payment Plan) benefits under the Energy Assistance Act have been automatically approved for waiver of deposit and late payment charges and do not need to submit a request.
- Qualification Criteria – For all other residential customers to qualify, your household income must be 80% or less of Area Median Income (AMI) for your county of residence, or you must be eligible for or currently enrolled in a federal Lifeline program. For more details, please view the application PDF.
- What if I have an existing deposit?
- If you meet the eligibility requirements and have an existing deposit, your deposit will be canceled and then either applied to the balance or refunded.
- The deposit will first be applied to any outstanding balance on your account. If there are any remaining funds, they will automatically be returned to you by check.

Natural Gas Service Discount
The Natural Gas Service Discount program provides discounts on natural gas service charges for qualifying Ameren Illinois customers. This is a multi-tiered discount program based on household income and family size.
Who Can Participate?
- Ameren Illinois residential customers with an active natural gas service.
- Meet the total gross household monthly income requirement based on the number of household members
- Note: Total gross monthly household income includes income for any adults 18 years of age or older, including yourself. When counting household members, include yourself plus any other adults and children.
- Important: This discount is only available on the primary residence. Discounts for multiple service addresses are not permitted.

As part of the new Income-Based Discount Program, eligible customers will receive a monthly discount on their water and/or wastewater bill. Together with Dollar Energy, we know how important it is to keep the water flowing from your tap, and we are here to help.

LIBERTY
Friendly Follow-Up Program
This voluntary program provides a way to make sure a third party is also notified when you receive a bill or notice of disconnection. The service is designed to help those who are ill or elderly and live alone, by preventing unplanned interruption of gas service. Available to qualified residential customers.
Overdue Bill Options
If you’re ever having trouble paying your bill on time, please let us know right away. Depending on your eligibility, we may be able to offer you a credit extension or special payment agreement. We’ll also work with you to avoid late payment charges. Please contact us to discuss how we can work together to protect your account from disconnection.
Community Energy Assistance Program (CEAP)
Liberty works with numerous community energy-assistance agencies across our service area. These nonprofit agencies accept applications from people needing assistance and share the available funds according to their established program guidelines.

NICOR
Low-Income Discount Program
The Nicor Gas Low-Income Discount Program offers total bill discounts ranging from 5% to 75% to residential customers with qualifying incomes. Customers receiving LIHEAP, PIPP and Nicor Gas Sharing Program benefits or waivers of deposits and late payment fees are automatically enrolled into this program. Nicor Gas residential customers with qualifying incomes are eligible to receive total bill discounts through the Nicor Gas Low-Income Discount Program as well as waivers of deposits and late payment fees.
Who’s automatically enrolled and do not need to apply? Customers receiving Illinois LIHEAP (Low Income Home Energy Assistance Program), PIPP (Percentage of Income Payment Plan) and Nicor Gas Sharing Program benefits or waivers of deposits and late payment fees. These customers can receive between 10% and 75% total bill discounts through the Nicor Gas Low-Income Discount Program.
All other Nicor Gas residential customers can qualify for a 5% total bill discount through the Low-Income Discount Program and waivers of deposits and late payment fees, if one of the following criteria is met:
- Household income is 80% or less of the Area Median Income (AMI) for their county of residence (View county-specific household AMI information)
- Household income is 300% or less of the federal poverty level
- Enrolled in the federal Lifeline program.
Note: Income eligibility is based on the total monthly gross income, before taxes, for all household members aged 18 years and older. This includes, but not limited to:
- Seniors receiving Social Security benefits and/or disability
- Children 18 years and over who are employed
Low-Income Home Bill Payment Assistance (LIHEAP)
A federally funded bill payment assistance program that helps low- and fixed-income families meet their energy needs during the winter heating season. Contact your nearest Community Action Agency to enroll.
Customers who receive bill payment assistance benefits are automatically enrolled into the Nicor Gas Low-Income Discount Program
The Low-Income Home Energy Assistance Program (LIHEAP) provides qualifying households with monetary relief for energy bills.
LIHEAP funds do not need to be paid back. Eligibility is based on several factors, including household size and income. Funds are provided in one lump sum from the Illinois Department of Commerce and Economic Opportunity.
To qualify for LIHEAP, a household’s combined income for the 30 days prior to application must be at or below a certain level. For renters, heat and/or electric must be included in the rent, and rent must be greater than 30 percent of total income in order to be eligible for benefits.
These figures are based on the Federal Poverty Guidelines published in the US Department of Health and Human Services in the Federal Register. The state reserves the right to adjust these levels based on the availability of federal appropriations.

Percentage of Income Payment Plan (PIPP)
Nicor Gas, in partnership with the Department of Commerce and Economic Development, offers the PIPP Program, which allows eligible customers to pay a percentage of their monthly income to maintain their utility service. The program is designed to provide customers with an affordable, level payment plan and a chance to eliminate past due balances.
Customers who receive PIPP benefits will continue as normal and are automatically enrolled into the Nicor Gas Low-Income Discount Program.
How to Enroll
Eligibility verification and enrollment is done through your local Community Action Agency (formerly known as LIHEAP local offices).
PIPP Eligibility Criteria
- LIHEAP approved, at or below 200 percent of the federal poverty level
- Natural gas residential heat customer
- Active residential customer
Customer Benefits
Eligible customers who choose to sign-up for the PIPP Program will have the following benefits:
- A level payment plan requiring a minimum monthly payment of 6 percent of the customers’ gross monthly income.
- The program will pay for the difference between the payment and the monthly bill amount up to $50 excluding any non-gas service related charges.
- As long as the monthly customer payment is received on or before the due date, the customer will receive a credit of 1/12 of their total arrears (past due payments) up to a maximum monthly amount of $83.33.
- Customers who receive PIPP benefits are automatically enrolled into the Nicor Gas Low-Income Discount Program
Customer Responsibilities
- Initial application and annual recertification for the PIPP Program is conducted by the customer through their local Community Action Agency.
- Customers must make their payment on time by the due date to avoid the risk of being removed from the program.
- Customers will recertify eligibility each year and meet program qualifications. Zero-income clients must recertify their eligibility quarterly.

Sharing Program
Nicor Gas Sharing Program, funded by our employees and customers and administered by The Salvation Army, offers bill payment assistance to income-eligible customers, including seniors and veterans.
Customers who receive PIPP benefits are automatically enrolled into the Nicor Gas Low-Income Discount Program.
One-time annual grants are given, with no requirement to be paid back, to qualified residential customers who meet the required income guidelines. The Nicor Gas Sharing Program is administered by the Salvation Army and funded through direct contributions from Nicor Gas’ customers and employees.
Customers who receive PIPP benefits are automatically enrolled into the Nicor Gas Low-Income Discount Program
Eligibility and How to Apply
Eligible customers can receive a Sharing Grant up to $400 based on the overall account balance on the account. Please view the Q&A for detailed information below. To apply, visit your local Salvation Army office in person. We recommend you call ahead to make an appointment and to find out about the paperwork you’ll need to take along. Customers must meet income guidelines of 201% to 300% of the FPL. Minimum grant amount is $150.
Veterans
Veterans must provide the following information:
- Must show military papers
- Must meet income guidelines up to 300% of Federal Poverty Level (FPL)
- Gas bill must be in the applicants name
- Must have a picture ID
- Maximum grant amount up to $150
- Veterans grants of up to $150 are provided for customers receiving LIHEAP, PIPP or Sharing grants.
- A good faith payment is not required
Seniors
Seniors must provide the following information:
- Must meet income guidelines up to 300% of Federal Poverty Level (FPL)
- Gas bill must be in the applicants name
- Must have a picture ID
- Maximum grant amount up to $150
- Senior grants of up to $150 are provided for customers receiving LIHEAP, PIPP or Sharing grants.
- A good faith payment is not required

How do I apply?
You must apply in person at your local Salvation Army office. Contact your local Salvation Army office or call the general Salvation Army help line at (773) 205-3570. We recommend you call ahead to make an appointment and to find out about the paperwork you’ll need to take along.
Energy Aide Program
The Nicor Gas Energy Aide Program provides qualifying households with monetary relief for their natural gas bills. Eligibility is based on several factors, including household size and income. Customers with ono-heat accounts are eligible for this program.
The Nicor Gas Energy Aide program is administered by select local agencies. Eligible residential customers can receive an Energy Aide Grant up to $250 toward their past due balance. This grant does not need to be paid back.
Eligibility:
- Meets income guidelines for the Nicor Gas Energy Aide Program.
- Natural gas bill must be in applicant’s name.
- Customers must show proof of income for all persons living in the household over 18 years of age to receive grant:
- Must have photo ID.
- Must show unemployment filing document or letter from employer.
- Customers who previously received LIHEAP, PIPP or Sharing funds are eligible.
- Residential customers who have a non-heat account may also apply.
Income Guidelines:
Customers must fall within the income guidelines based on the Federal Poverty Level (FPL). Residential customers must be at or below 350% of the FPL.

Low-Income Discount program
The Low-Income Discount is a program that pays a percentage of a qualified customer’s bill. Depending on income level, a customer can qualify for a certain tier level. Both residential heating and non-heating customers are eligible for the Low-Income Discount Credit. Only residential heating customers are eligible for additional grants through the Low-Income Home Energy Assistance Program and the North Shore Gas Share the Warmth program.

Customers on the Low-Income Discount program can receive financial assistance
Eligible customers should continue to apply for the Low Income Home Energy Assistance Program (LIHEAP) and North Shore Gas Share the Warmth Program at the Community Action Partnership of Lake County website or call 847-249-4330. Customers can receive grants as well as be on the Low-Income Discount program.
How customers stay on the program
Each year, eligible customers should continue to apply for financial assistance at the Community Action Partnership of Lake County. Eligible customers will automatically be signed up for the Low-Income Discount program.
Tier 5 customers will be notified prior to expiration of their benefits. To protect them we recommend customers recertify annually by filling out the form.
Low-Income Home Energy Assistance Program
The Low-Income Home Energy Assistance Program (LIHEAP) provides financial assistance to help customers on limited incomes pay their energy bills.
For eligible households, there are two different ways to receive assistance under LIHEAP:
- Direct vendor payment – a once-a-year grant for customers who currently have service;
- Reconnection assistance – a once-a-year grant that helps disconnected customers reestablish service.

Percentage of Income Payment Plan
The Percentage of Income Payment Plan provides eligible customers a monthly energy bill based on their income levels. The plan breaks your yearly costs into 12 even payments based on the usage at the residence.
PIPP is separate from the Low Income Home Energy Assistance Program LIHEAP and cannot be combined. Eligibility requirements are the same for both programs, so visit our LIHEAP page to learn if a grant is a better option for you.

Share the Warmth
Administered for North Shore Gas by the Community Action Partnership of Lake County, Share the Warmth provides heating grants to limited and fixed-income households. Eligible customers can receive grants of up to $200 on their bills.
How can I apply for a Share the Warmth grant?
Call the Community Action Partnership of Lake County at 847-249-4330 to make an appointment to apply. Applicants are required to submit:
- Proof of household income or any financial assistance for the past 30 days for all members of the household aged 18 or older.
- Your current residential heating bill.
- Proof of indentification.
Who is eligible?
North Shore Gas customers who are having trouble paying their bills and meet the following household income guidelines may be eligible for a grant.

Climate and Equitable Jobs Act
The Climate and Equitable Jobs Act (CEJA, P.A. 102-0662) was signed into law by Governor Pritzker on September 15, 2021. CEJA is comprehensive energy legislation that:
- Incentivizes renewable energy development;
- Accelerates electric vehicle (EV) adoption and expands charging station infrastructure;
- Creates statewide clean energy workforce training programs to ensure our workforce is prepared for the jobs of the future; and
- Equitably supports communities facing energy transitions and much more.
As part of this legislation, deposits and late payment charges are waived for income-eligible customers.
Customers who meet one or more of the following criteria are eligible to apply for natural gas service without paying a deposit and will no longer be assessed a late payment charge:
- Customers whose annual household income is at or below 80% of the average median income (AMI) by county.*
- Customers who are eligible to receive a Low Income Home Energy Assistance Program (LIHEAP) or Share the Warmth grant.
- Customers who are eligible to participate in the Percentage of Income Payment Plan (PIPP).
- Customers who are eligible to receive Lifeline service as defined in the Universal Telephone Service Protection Law of 1985.*
No action is required for customers currently receiving assistance through LIHEAP, PIPP or Share the Warmth. These benefits will be applied automatically to their respective accounts if applicable.

Medical Certificate Process
At North Shore Gas, we understand the many difficulties associated with a severe illness. When you are faced with a serious health issue, keeping your home safe and warm is important, even if you have difficulty paying your natural gas bill. To be sure that you can maintain service in the case of severe illness, providing a medical certificate can prevent the disconnection of service, for those who qualify.
A medical certificate should be submitted by one of the following certified licensed professionals, and then can be sent via fax or mail.
- Licensed physician (doctor)
- Local board of health
- Physician’s assistant (PA)
- Specifically licensed nurse practitioners
- Advanced registered nurse practitioner (ARNP)

Low-Income Discount program
The Low-Income Discount is a program that pays a percentage of a qualified customer’s bill. Depending on income level, a customer can qualify for a certain tier level. Both residential heating and non-heating customers are eligible for the Low-Income Discount Credit. Only residential heating customers are eligible for additional grants through the Low-Income Home Energy Assistance Program and the North Shore Gas Share the Warmth program.

Illinois Patriot Plan
North Shore Gas understands the financial challenges families face when a primary occupant is deployed for military service. To help customers, we follow the Illinois Patriot Plan.
The Illinois Patriot Plan was enacted to assist military families who may be facing hardship when the primary occupant has been called to active military service by the governor (Illinois National Guard), Congress or the President of the United States (Armed or Reserve forces).
Under the Illinois Patriot Plan, a residence where the primary occupant is on deployment and having difficulty paying their gas bill cannot be disconnected from gas service or charged any late fees for non-payment during the deployment period. However, the customer is still responsible for the full balance on the account when the deployed primary occupant returns home. This rule only applies to bills incurred during the time period when the service person is deployed, and not to previous balances.
Eligibility
In order to be eligible for this program, you must notify the company about the Active Duty status of a primary occupant by filling out and submitting the registration form and meeting the following criteria:
- Gas service is on
- Residential premises – up to a three flat
- Primary occupant must be on active duty
- Must complete and submit registration form
If an extension of active duty is given, the company must be notified again. You will be notified by mail if you are accepted or denied for the program.
Third Party Notification
If you are concerned that you could overlook paying your energy bill because of illness, financial hardship or other issues, third-party notification can help.
With third-party notification, you can name a third party, such as a relative, friend, or clergy member, to be notified if your account becomes past due. That party will be able to contact us and act on your behalf to help avoid service disconnection, though they are not obligated to pay your bill.

Administered for Peoples Gas by the Community Action Partnership of Lake County, Share the Warmth provides heating grants to limited and fixed-income households. Eligible customers can receive grants of up to $200 on their bills.
How can I apply for a Share the Warmth grant?
Call the Community Action Partnership of Lake County at 847-249-4330 to make an appointment to apply. Applicants are required to submit:
- Proof of household income or any financial assistance for the past 30 days for all members of the household aged 18 or older.

Once we receive your medical certificate and determine you are eligible, we will halt disconnection. Or, if your gas has already been disconnected, turn on your service. Medical certificates are valid only for residential accounts.
- Please have the certified party submit the medical certificate.
- To help us authenticate the medical certificate, the submitted medical certificate must include:
- Certified party’s letterhead
- Date
- Certified party’s signature
- The medical certificate must contain the following information:

Conditions of the medical certificate
- We will not discontinue service for 60 days from certification.
- Your account will be ineligible for acceptance of additional medical certificates for one year from the date of the original certification unless the total account balance has been brought current.
- You will be entered into a Short-Term Payment Plan within 30 days of the issuance of the certificate. No initial payment is required.
- If service has been disconnected, medical certification for service restoration must be received within 14 days of the disconnection date.
- The medical certificate must be dated no more than 21 days prior to the date of presentment.
The certifying party must sign the medical certificate.
