Budget Billing

Budget Billing provides you with predictable monthly payments by spreading out your average usage costs over 12 months. With Budget Billing, managing your budget can be easier than ever.

Budget Billing Overview

  • Whether it’s your natural gas bill in the winter or your electricity and water bill in the summer, utility bills tend to fluctuate depending on the season. That’s why it’s always nice to know what to expect when you see your monthly statement.
  • At Spire, we offer Budget Billing so you won’t be surprised by your bill from month to month.

Here’s How Budget Billing Works at Spire

  • First, check to make sure your account is paid in full
  • Enroll by giving us a call or by logging in to your online account
  • We’ll take your average annual usage and spread it out across twelve months, and that will be your budget amount due each month
  • Once a year, during the anniversary of the month you enrolled in Budget Billing, we’ll recalculate your budget amount based on your actual usage and other factors like gas costs and rates. Note: Your budget amount could increase or decrease all depending on those factors

Remember, if you enroll in DollarHelp, your monthly donation will be added on top of your budget amount.

  • Stay cozy by insulating and sealing outer walls, ceilings, windows, doors and floors.
  • Let hot air flow freely by keeping clutter away from registers, heaters and radiators.
  • Avoid the fall rush by having your furnace inspected in late summer or early fall.
  • Keep cold air out by closing your fireplace damper when it’s not in use.

When Heating Your Water…

  • Save on water-heating costs by taking showers instead of baths.
  • Conserve hot water by pre-rinsing dishes and clothes in cold water.
  • Boil water faster by covering your pot.
  • Heat water more efficiently with a water heater that’s the right size for your home.
  • Use less water by only doing full loads of dishes and laundry.

When Preparing Your Meals…

  • Prevent energy waste by never cooking with a flame that exceeds a pan’s width.
  • Give your gas range a break and preheat the oven only when necessary.
  • Cook vegetables faster by cooking them in a small amount of water.
  • Maintain a consistent oven temperature by keeping the door closed. Each time it’s opened, it loses 20 percent of its heat.

Lowering your utility bills starts with understanding your home’s energy usage

Did you know your monthly Spire bill includes a chart with your average natural gas usage? You can view this information in two ways:

    • Online by logging in to My Account 
    • On your monthly bill (available on paper and electronically in My Account)

While the weather and the price of energy both play a role in all monthly energy bills, the purpose of this information is to help you understand how your own personal habits can lower your bills.

Furnace Repair Program

Qualifying customers can receive up to $1000 for repairs to your natural gas furnace from your local community action agency.  ​

Weatherization

Through weatherization programs, you can receive energy upgrades to your home at no cost through your local community action agency.

No-cost support is available to help customers on a fixed or limited income weatherize their homes if they qualify

A home that has been weatherized can reduce energy bills right away, saving annually on fuel usage by an average of 35 percent.

Weatherization ​provides energy-efficient improvements to the homes of qualifying owners and renters. Not only does weatherizing a home make it more energy-efficient and affordable, but it also addresses key health and safety issues within a home. That’s why Spire is proud to help fund programs like this that make life better and more affordable for everyone. To get started, view the 2023 income guidelines to see if you qualify. Then, you can contact your local community action agency.

  • A professional energy audit
  • Free home upgrades
  • Free customer education on maintaining home safety and efficiency
  • Lowering energy use
  • An even safer, more comfortable home

 How the program works:

  1. Start by calling the United Way at 211 or contact your local community action agency to see if you qualify.
  2. A crew will visit your home and evaluate the weatherization needs.
  3. The agency will review the recommendations from the crew and hire contractors for weatherization services.
  4. Weatherization work will begin on your home.
  5. The agency will inspect the completed work.

  • Weatherization assistance is awarded based on the following maximum household income level guidelines:
  • For households with more than four people, add $10,760 for each additional person.

Pay As You Save (PAYS)

Make efficiency upgrades to your home with on-bill financing for eligible homes.  No credit checks required.

Receive a FREE in-home energy assessment and pay for energy efficient upgrades as you save on your utility bill with the Pay As You Save (PAYS) program.

PAYS is a way to make much-needed energy-efficiency upgrades to your home with on-bill financing for eligible homes and no credit check. Unlike traditional equipment financing, PAYS allows you to pay for your upgrades as you save energy – and energy costs. That means we’ll make some or all of the initial investment in qualified upgrades and, over time, you’ll repay Spire the costs for the upgrades through a fixed monthly PAYS charge added to your Spire bill. Since the new energy-efficient upgrades save you money by using less energy, your annual bill should be lower than before. And there’s no loan, no credit checks, no debt and no property lien. 

Here’s how the program works

  1. Schedule – Fill out an interest form to schedule your FREE no-obligation home-energy assessment. An energy-efficiency professional will provide you with FREE energy saving products, review your energy usage with you and inspect your appliances, windows, doors and insulation to identify opportunities where you can save energy – and money. 
  2. Choose your upgrades – If your home is eligible for additional energy-saving measures, you’ll receive a custom plan detailing energy-efficient upgrades you can make. Your energy-efficiency professional will walk you through the plan and answer any questions. 
  3. Choose a contractor – If you’d like to move forward with upgrades, you’ll simply choose an authorized PAYS contractor and schedule the work.
  4. Save – Enjoy your cozy, energy-efficient home while paying for your upgrades directly on your monthly utility bill – and pay as you save.

How do I find out if I qualify?

 Participation is open to all Missouri residential homeowners and renters (with owner consent), including those in apartments or condos. Mobile home customers can participate but must be on a permanent foundation and cannot be more than 25 years old. Your home must be free of structural, health, or safety concerns that could prevent an installed upgrade from functioning in the home for the upgrades expected lifetime (i.e., mold, foundation concerns, water damage, missing roof, wall, or floor sections currently under renovation etc.).

I need more time to pay my bill

Registered Customer Program
Enroll in this program to receive additional calls if you have a past due balance and review options to avoid service interruption.  For customers over 65 years of age or those who have a disability.​

Extended Payment Date Program
The Extended Payment Date Program extends your due date by 10 days, allowing you to pay when you receive your Social Security Income (SSI) without incurring late fees. For SSI recipients​

Medical Emergency Program
Delay service disconnection up to 21 days if a loss of service would put someone in your home at risk due to a medical condition.​

If a service disconnection could put you or someone who lives with you at risk of a medical emergency, we’d like to know. Once signed up, we’ll delay a service disconnection for up to 21 days if your bill isn’t paid on time. 

NOTE: This program is only available to customers in Missouri.

Critical Medical Needs Program
The Critical Medical Needs Program assists customers experiencing a medical emergency and suspends potential disconnection of their service for up to 30 days. Spire provides financial support for this assistance network along with other utilities in partnership with the United Way. The program requires certification from a health care provider or case worker. 

Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP provides energy assistance to households with limited incomes.

Spire customers in Missouri can start the process of applying for federal energy assistance for their natural gas or other energy bills by visiting the Missouri Department of Social Services website.

How do I know if I qualify?

To qualify, you must meet each of the following:

    • Be responsible for paying your home’s heating and cooling costs
    • Be a United States citizen or legal resident
    • Have $3,000 or less in bank accounts, retirement accounts and investments
    • Meet specific income guidelines

Do I need to reapply each year?

You will need to reapply for LIHEAP each year even if you received funding last year.

What do I need to apply?
Below are the documents you need to complete the application process:

  • Current heating bill (natural gas, propane, electric, fuel oil, wood or kerosene)
  • Current electric bill
  • Copies of social security cards for all household members as well as their birth dates (if your household currently receives food stamps, only the social security numbers and birth dates are required)
  • Copies of income documentation such as paystubs for the prior month, current award letters, pension statements, etc. (if your household currently receives food stamps, your income documentation is not required)
  • A copy of your shut off notice if your account is in disconnect status

What if I make too much money to qualify
While you may not qualify for LIHEAP, there may be other assistance available. Call 211 for a list of agencies that may be able to help. 

How do I get started?
Visit mydss.mo.gov to apply online or print your application.  Or, you can contact your local community action agency if you’re not able to print your application.

Payment Partner Program

Customers on a limited income can receive credit toward their current Budget Billing amount due along with past-due balance forgiveness. Customers are auto-enrolled if they receive Energy Crisis Intervention Program (ECIP) funds.  To see if you qualify, first, apply for ECIP funds.​

What help is available?
The Low-Income Home Energy Assistance Program (LIHEAP) may be able to help you pay your home energy bills through:

  • Energy Assistance – A one-time payment for one fuel type for your heating or cooling costs from October-May.
  • Energy Crisis Intervention Program (ECIP) – Helps pay your energy bill when you have a termination or disconnect notice indicating a specific disconnect date, a final billing statement advising the account has been terminated, a propane-fuel oil tank is filled at less than 20% capacity, the customer is a cash on delivery (COD) customer, pre-paid electric customer indicates their pre-paid usage is about to run out, or when an applicant indicates another fuel source is about to fun out (Wood, corn pellets, kerosene). The amount of help you receive is based on the amount of bill with the energy provider.
    • Winter ECIP is available November—May based on funding. The maximum amount you could get is $800.
    • Summer ECIP is available June—September based on funding. The maximum amount you could get is $600.
  • Contracted agencies may also provide emergency services such as blankets, emergency lodging, heating/cooling replacement or repair, window air conditioners, or wood stoves.

Who is eligible?
You may be eligible for help if you:

  • Are responsible for paying the utilities for your home (including if you rent)
  • Are a Missouri resident
  • Are a United States citizen (or have been legally admitted for permanent residence)
  • Have $3,000 or less in your bank accounts, retirement accounts, or investments
  • Meet or are below the income guidelines for your household size

DollarHelp

While funds are available, you can receive a DollarHelp pledge toward your Spire bill if your household income is up to 300% of the federal poverty level.

We believe energy exists to help people. To warm their homes, fuel their businesses and move our communities forward.

Because this belief is at the heart of what we do, we created the DollarHelp program—a program that helps thousands of families every year. In 2007, we formed a relationship with United Way to manage the program so that funds go directly to social service agencies. 

How to get DollarHelp for your Spire bill
If you qualify for DollarHelp, simply call 2-1-1. From there, you’ll be guided to a local community action agency for additional help.

About your DollarHelp donation
Once you enroll, Spire will match donations up to $150,000 per year. Then, our partner, United Way, distributes those funds to social service agencies. So, when a family requests help, we all share the warmth.
